摘　　要：欧盟研发框架计划是目前全球资助规模最大的政府科技计划,其评估工作起步较早,形成了较为规范的监测评估机制,对欧盟科研资助政策的调整和FP管理工作的完善均发挥了重要作用。对FP评估活动的法律基础、组织实施方式、评估对象、评估方法和评估案例等做了较为详细的介绍和分析,以期为我国科技计划的评估工作提供一定借鉴。The Framework Program （FP） of the EU is a government-supported research plan with the largest fund scale in the world. The evaluation on FP started earlier, and has formed a relatively standardized monitoring and assessment system, which plays an important role in EU＇s funding policy adjustment and FP management. This paper analyzed the legal basis, organization and conduction of the evaluation activities of the framework program （FP） of the EU. Then the objectives of the evaluation were discussed, and the recent evaluation activities and approaches involved were summarized. Based on the above, the author introduced the Evaluation on the Long Term Impact of the FP as a case study, and studied the evaluation approaches and results. Finally, the author puts forward some suggestions on the research program evaluation for China.
