个人分拆结售汇“关注名单”政策实施效果的实证分析——从一起案例看该政策的监管难点

摘　　要：随着个人外汇收支规模不断扩大和电子银行的迅速普及发展。近年来,规避政策管理个人分拆结售汇案件频发,影响了外汇管理法规实施的有效性。为进一步加强个人结售汇管理,维护正常外汇市场秩序,国家对个人分拆结售汇实行"关注名单"管理。通过河南省平顶山市一起案例的实证分析,针对"关注名单"政策管理存在的难点,提出相关建议。As the growing scale of foreign exchange receipts and payments and e-banks＇ rapid devel- oping, the frequent cases of split out of individual foreign exchange settlement and sale came out, which affected the effectiveness of foreign exchange management regulations. To strengthen the management of individual foreign exchange settlement and sale and maintain the normal order of foreign exchange market, the government carried out the attention list management. According to the empirical analysis of Pingdingshan City, Henan Province, the author gave some advices to the difficulties existing in the at-tention list policy management.
