摘　　要：生态文明建设要处理好人与自然、人与人、人与社会和谐共生及良性循环的关系,其核心价值是和谐,即人与自然的和谐、世界的和谐、社会和谐和人自身内心的和谐。陕北地区资源开发导致的生态环境问题日益严重,制约着人与自然、人与人的和谐。倡导生态价值理念,实现经济效益与生态效益的统一,修订现行《环境保护法》,颁布《生态环境补偿实施条例》,建立健全生态补偿的地方性法规,为陕北生态文明建设提供制度保障。Ecological civilization construction handles man and nature, man and man, man and soci- ety harmony, virtuous circle between its core values of harmony, the harmony between man and nature that is the world of harmony, social harmony and people＇ s own inner harmony growing ecological and environmental problems caused by resource development in Northern Shaanxi restricting the harmony between man and nature, between people. Promote ecological values, to achieve the unity of the eco- nomic and ecological benefits, amend the existing Environmental Protection Law. Promulgated Imple- mentation Regulations of ecological compensation, establish and improve the ecological compensation local regulations to provide an institutional guarantee as ecolozical civilization in Northern Shaanxi.
