摘　　要：美国国家艺术基金会是一项特别的文化制度选择。这个制度选择是美国文化价值传统与社会政治现实博弈的结果。艺术基金会体制上的特点是政府文化职能的中介化,而其机制的特点是同行专业评审的基础性、运行的独立性和严格的程序性。国家艺术基金会是美国文化政策正式形成的标志。由于其在文化政策体系中处于重要位置,因而也成了美国文化政策变动的风向标。The America's National Endowment of the Arts is a special cultural system choice,which is the result of fighting between cultural value tradition and social political reality.Its system characteristics are the mediation of government's cultural functions and its mechanism characteristics are basis of peer review,independence and strict procedural operation.The National Endowment of the Arts is a sign that the formal formation of American cultural policy.Due to its important position in cultural policy system,it becomes the bellwether of America's cultural policy change.
