摘　　要：运用多种供给模式提供公共环境服务已成为当下社会的主要趋势。在政府、市场、非营利组织等多中心供给过程中,界定边界、确立原则、灵活配合等问题不可避免。综合新公共管理理论、新公共服务理论等理论,基于比较分析法,认为政府在未来的公共环境服务供给过程中应因时因地把握、平衡两个核心价值维度:服务、划桨,以更好地履行职能,提高公众满意度。Using a variety of Supply model in the public and environmental service has become a main trend In the supply process of the government, market and nonprofit organization, define the boundary, establish- ment principles and flexible cooperation are inevitable public service theory, Using the comparative analysis, Based on new public management theory and the new we propose that the government public environmental services supply should keep balance between the value of service and paddle.
