摘　　要：农村养老保障是社会保障体系的重要组成部分之一,对我国经济发展和社会稳定有着重要的"减震器"作用。随着社会保障制度的建立与发展,建立农村养老保障体系的重要性和迫切性日益凸显。系统分析了农村养老保障供求方面存在的问题,基于人力资本视角分析得出了农村养老保障需求量大但有效需求不足的结论,进而提出了建立以需求为导向的农村养老保障体系的结论。The old-age security in rural areas composes an important part of the social security system and has an es- sentlal role of ＂shock absorber＂ in the economic development and social stability. With the establishment and de- velopment of the social security system, the importance and urgency of accomplishing the rural old-age security sys- tem has increasingly become a focal point. This paper analyzed systematically the problems in supply and demand of rural old-age security, and based on the prospective of the human resource capital, drew a conclusion that the rural old-aged security was in great demand and the efficient supply was insufficient. Then paper suggested that a demand-oriented rural old-age security system should be established.
