摘　　要：洛阳红色文化资源类型多样、独具特色,影响大,档次高,在时空的分布上连绵不断而又相对集中。但洛阳红色文化资源的保护和开发还处在一个比较低的水平,存在的问题主要表现为:红色文化资源保护意识淡薄;没有统一的保护标准和措施;缺乏专项保护和维修经费;红色文化资源利用级别普遍偏低。因此,提出保护和开发洛阳红色文化资源的建议:大力宣传保护红色文化资源的意义;划分红色文化资源保护等级;加大红色文化资源保护投入;提升红色文化资源的保护和利用级别;发展红色旅游。WANG Zhi-tao1＇2, YUAN Shun-quan3, FAN Wen-jing＊, ZHANG Hong5, FENG Guang-pings （ 2. Beijing Museum of Natural History,Beijing 200050, China）Abstract- Luoyang＇ s red culture resources are rich and diversified and have unique feature with a great influence and high classification. The space distribution is wide and concessive while relatively concentrated. However, Luoyang＇ s red culture resources protection and application are at a comparative low level. The problems existing mainly are ： protection consciousness of the red culture resources is weak ; no unified protection standards and meas- ures; lack of special protection and maintenance funds; the standards for applying the red culture resources gener- ally are very low, etc. , therefore, this paper put forward advice for the protection and development of Luoyang＇ s red culture resources ： to. propagandize the significance of protecting the red cuhural resources in a large scale ; to divide the grades according to importance of the red culture resources; to increase the red culture resources protec- tion investment; to upgrade the red culture resources protection and utilization level and to develop the red tourism.
