中小企业融资支持中政府与市场行为有效性边界探讨

摘　　要：中小企业融资支持体系中的市场失灵和政府失灵对政府与市场作用有效性边界研究提出了要求。政府与市场作用边界划分除了要确定政府的职能范围外,还要关注企业在产业不同发展阶段、自身不同发展周期下的边界变化。规范政府行政行为、健全相关法律法规、打造中小企业融资服务电子平台、建立金融支持评估体系和预警系统、重视社会力量的作用、按融资性质对中小企业重新分类是合理划分中小企业融资支持体系中政府与市场作用边界的前提保障。Market failure and government failure in finance supporting system of SMEs request study on role boundary between government and market. The key to divide role boundary between government and market is to determine government＇s function in economic activity, which vary with developing period of industry and life cycle of enterprises. Regulating government adminis- trative behavior,improving relevant laws and regulations,setting up finance supporting coopera- tion platform, evaluation system and early warming system, paying attention to social force＇ s function, dividing SMEs by financing features ane the premise and guarantee to properly divide the role boundary between government and market.
