农村城镇化中农民权利保障问题研究

摘　　要：保障失地农民权益是农村城镇化进程中必须要解决好的主要问题。在农村土地流转中,农民自身土地权利上的贫困是农民土地收益受到侵害的根本原因,土地政策执行上的偏差与农村社会保障体系的不完善则是主要原因。在推进农村城镇化的进程中,需要构建以保障农民权利为前提的制度体系,应该进一步确立农民的土地财产权,加快农村土地流转制度建设和农村社会保障体系建设。Protecting the interests of farmers is one of the important matters, which must be solved well in the process of rural urbanization. In rural land circulation process, the imperfect of right is thought to be the root of the violations of the peasants＇ right to their land;And the deviation in the implementation of the land policy and the imperfection of rural social security system are the main causes. In promoting the rural urbanization, we should build an institutional system to protect farmers＇ rights, establish the farmers＇ land property rights and speed up the construction of rural land circulation system and rural social security system.
