摘 要:住房公积金制度是我国住房制度改革的重要内容和中心环节,也是住房分配货币化的实现形式,成为了社会主义市场经济条件下改善城镇居民住房条件的有效途径。二十多年来,住房公积金在国家规定的"长期住房储金"的定义之下,发挥着政策性金融作用,它基于国家支持的自助性形式,通过互助性贷款,增强缴存住房公积金职工解决住房问题的支付能力,其积累性、强制性、专用性、互助性,是住房公积金制度得以存在的基础性支撑,在解决城镇职工住房问题中做出了卓越贡献。Housing accumulation fund system, as an important content of our housing system reform and the implementation of the housing assignment currency form, has become the effective way to improve the housing conditions of urban residents under the socialist market economy. Two decades of years stipulated by the state in the definition of "long-term housing savings, the public accumulation fund for housing construction acts as the function of policy-based finance. Based on the supportive self- help form and through mutual loans and enhancement of workers' paying ability to deposit housing accumulation, Housing accumulation fund system makes the outstanding contributions in addressing the housing problems of urban workers fund with its cumulative, mandatory, specificity, mutual features.
