摘　　要：政府职能转变使我国公益性非营利组织获得了前所未有的增长,但不断发生的公信力危机事件迫使我们重新审视其治理和绩效评价问题。治理缺失的情况下,绩效评价无法从根本上改变公益性非营利组织公信力危机的局面,提高其治理水平是解决公信力危机,提高绩效评价的前提。Transformation of government functions make the public non-profit organizations of our country obtain unprecedented growth,but the credibility crisis continue to occur,which force us to re-examine its governance and performance evaluation.Under the condition of governance absence,performance evaluation can not fundamentally alter the situation of non-profit organization credibility crisis,so enhancing the credibility of its governance is the solution to the crisis,the premise of improving performance evaluation.
