摘　　要：深入分析研究领导决策在城市特色构建及方案招标中所起的作用,为城市特色更新和未来古城招标提供有益参考。运用定量分析和实例研究,并采取因子分析和专家打分法相结合的方法,探讨在国际化背景下如何充分突显当地城市特色,并考虑领导决策因素在方案投标中的影响,增大投标的准确性,通过敦煌招标方案比较分析,指出强化城市特色不仅是规划之本,而且对于今后古城如何规划建设、实现良性发展具有重要意义。The study is to deepen the analysis of the role of decision-making project bidding, as the city feature updates and provide a useful reference for in city characteristics and the role in future city bidding. Quantitative analysis and case studies were used. By combining the factor analysis and expert scoring method, how to fully highlight the local characteristics of the city under international background was studied, and the impact of leadership decision-making factors is considered in the project. Through the analysis of case of Dunhuang project, it has drawn conclusion that the characteristics of city is not only the base of planning, but also has important sense to achieve healthy development in future planning.
