摘　　要：以《靖边县中小企业创业园区暨杨桥畔镇控制性详细规划》为例,探讨适用于西北地区工业小城镇控规的编制方法。采用实地调研和理论研究相结合的方法,从区域统筹出发,充分研究小城镇发展与工业园区发展在控规层面的相互促进,并对工业用地地块的弹性划分进行深入研究,塑造环境友好、和谐共生的城镇小环境。有效地提高控制性详细规划在小城镇建设中的指导作用,引导小城镇健康发展。Taking ＂Jingbian County, SME Business Park and Yangqiaopan Town regulatory planning＂ as an example, this paper explores a compilation method which adapts industrial control regulation to the small towns in the Northwest China. By combining methods of field investigation and indoor research, the regional co-ordination is followed, the development of small towns and industrial park is studied to promote each other in the level of regulatory control, and industrial land plots elasticity is divided for in-depth study, shaping the environment-friendly, harmonious coexistence, small Northwest town environment. The study is to improve the regulatory planning guidance in the construction of small towns, and guide the healthy development of small towns.
