摘　　要：改革开放以来,我国在经济领域不断放开管制,市场主体活力不断增强,有中国特色的社会主义发展模式逐步成为全球经济的增长引擎之一。但近年来,随着经济增长和资源环境的矛盾越来越突出,政府对微观经济体的消费行为限制及弊端也越来越多。本文从改进政府公共服务的角度出发,提出转变政府职能、创建服务型政府的理论依据和管制消费的替代政策。Since reform and opening up, China has let go of the controls in the areas of the economy, and the vitality of market is constantly enhancing. Socialist development mode with Chinese characteristics is emerging as a growth engine of the global economy. But in recent years, as the economic growth and more and more serious resource environment contradictions, Government carried out more and more restrictions on the micro-economic consumer behavior and abuse. This article starts from the perspective of improving public services, and proposes theoretical basis for transforming government functions and creating a service-oriented government and the optimal replacement policy of regulation consumption.
