苏州准移民城市定位及新苏州人服务管理模式创新

摘　　要：由于具备准移民城市的人口结构、准移民城市的经济结构、准移民城市的社会状态、准移民城市的文化氛围,苏州已成为典型的准移民城市。在准移民城市的社会条件下,传统的社会管理理念渐显僵化,需要更新;新苏州人服务管理制度建设相对滞后,需要突破;新苏州人服务管理体制存在缺陷,需要升级,以尽快形成新苏州人平衡型服务管理新模式。为此,必须明确追求公平平衡、促进和谐融合的社会建设理念,积极推进平衡型服务管理体制构建,积极稳妥加快平衡型服务管理制度改革,继续推进平衡型公共服务体系建设,积极开展平衡型民主参与模式实验,努力发展融合型新苏州文化。Suzhou has become a typical immigrant city for such reasons as the population structure of prospective immigrant city,the economic structure of prospective immigrant city,the social status of prospective immigrant city,and the cultural atmosphere of prospective immigrant city.In the social conditions of prospective immigrant city,the traditional social management concept is starting to prove rigid and needs to be updated.The service man agement system of immigrants to Suzhou is lagging behind and needs breaking through.The service management system of immigrants to Suzhou has deficiencies,needs to be upgraded,and forms the new innovation model as soon as possible.For these reasons,it is necessary to clear the pursuit of the social construction conception,to build a balanced service management system actively,to accelerate a balanced service management reform steadily.The government should continue to promote a balanced public service system,actively carry out a balanced democratic participation model experiments,and do its best to develop new fusion culture of Suzhou prospective immigrant city.
