提升农村基层民主质量的路径

摘　　要：判断农村基层民主的质量主要要看农村基层民主能够在多大程度上保障农民的权利,维护农民的利益。当前受农村政治文化、经济发展水平和民主制度完备性等多方面因素的影响,农村基层民主质量并不高。需要进一步解放思想,深化认识,处理好精英治理与大众治理、行政权与自治权、程序民主与实质民主的关系,真正还权于民,完善基层民主制度,提高农民政治参与的能力,切实维护和实现农民的政治经济权益,从根本上提高农村基层民主质量。The quality of democracy at basic rural levels consists in the degree of its effectiveness in guaranteeing the rights and interests of the rural population.Limited by the current politic,economic and democratic environment in the rural society,the level of democratic management needs to be improved.We need to further emancipate our minds and deepen our understanding in handling several types of relationships,including that between elite management and mass governance,that between administration and autonomy,and that between procedure democracy and genuine democratic practice.The basic way to raise and guarantee the quality of democracy in the rural society is to institute a mechanism that really involves the participation of people in politics and that protects the political and economic rights and interests of the rural population.
