摘　　要：我国正处于社会转型期,社会由封闭走向开放,人、财、物大流动,社会控制难度加大,导致治安形势日益严峻,犯罪率居高不下,严重扰乱社会正常的秩序,而政府由于各种因素的存在,不能从根本上对社会治安进行有效的治理和控制,这时,有偿治安承包便应运而生,对于解决当前我国治安的难题,发挥群防群治的优势,绝对是一项有价值的新举措。但治安承包在近几年的推广中也存在着大量问题,特别是责任方面的问题,通过从治安承包责任的角度对治安承包进行研究,对于完善治安承包的各项制度措施具有重要意义。In the period of social transformation in China, the society from closed to open, largely flowing people, property and matter and increasingly difficult social control lead to the more severe social order situation, the high crime rate, the normal social order being seriously disrupted while the government cannot fundamentally conducting effective management and control because there are various factors. The paid social contract was born at the right moment. It is a new valuable measure absolutely for solving the difficulties of social order in China currently and giving play to the advantages of mass prevention and mass treatment. But there are a large number of issues in promoting social order contract in recent years, especially for problems in the aspect of responsibilities. Therefore, it is of great significance for improving the systems and measures of social order contract to study social order contract from the angle of social order contract responsibilities.
