摘　　要：效能评估是警察执法作战指挥系统实施作战指挥活动所达到目标的程度,是一个十分复杂的问题。在评估过程中仅仅依靠评价小组的定性分析和逻辑推理判断,而没有定量分析和计算为依据,就很难作出准确客观的效能评估。本文以层次分析法建立指标体系为基础,根据指标划分的原则,从动态和静态两个角度,分析了影响警察执法作战指挥效能评估的主要因素,形成了评估警察执法作战指挥效能评估的指标体系。It is a very complex issue that performance evaluation is the degree of achieving the goal of police law-enforcement combat command system in implementing combat command activities. It is hard to make accurate and objective evaluation without quantitative analysis and calculation only by evaluation team＇s qualitative analysis and logical reasoning. On the basis of establish＇ing index system by AHP and according to the dividing principle of indexes, this article analyzes the main factors of affecting performance evaluation and forms index system of evaluating police law-enforcement combat command performance evaluation from the dynamic and static angles.
