摘　　要：以我国固有的公安学理论为基础,通过引进西方警学理论,经过整合而形成中国特色警学理论体系。主要内容包括:以犯罪学理论、群体性事件理论、公共秩序管理理论和治安灾害事故理论为内容的公安客体理论;以政治建警方针指导下的队伍正规化建设理论、社会治安综合治理下的双主体协调发展理论为内容的公安主体理论;以全面防控战略与现代警务机制相结合的理论、发展的专群结合理论和创新"严打"理论为内容的对策理论;以控权理论和执法理念理论为内容的警察行为的控制理论。Police theory system with Chinese characteristics is formed through integrating domestic inherent police theories with western police theories, mainly including police object theory taking criminology theory, group events theory, public order management theory and public order disaster accidents theory as the contents; police subject theory taking troops normalization construction theory under the guidance of politics, double subjects＇ harmonious development theory under the overall control of social order as the contents; countermeasure theory taking the theory of combining overall prevention and control strategies with modern policing mechanism, developing theory of combing the efforts of professionals and the masses, theory of innovating ＂taking severe measures against criminal activities＂ as the contents; control theory of police behaviors taking the theory of controlling rights, law enforcement ideas theory as the contents.
