摘　　要：由工程量变化导致措施项目费的调整是承发包双方容易产生争议纠纷的焦点。在分析措施项目性质的基础上,确定研究对象:安全文明施工费、与施工组织设计强相关的措施项目费、与分部分项工程强相关的措施项目费。通过对造价工作人员访谈的分析,梳理出工程量变化引起的三类措施项目费的调整条件和调整方法,并通过实际案例予以说明。对措施项目费调整的争议解决提出建议,且有助于加强《建设工程工程量清单计价规范》(GB50500-2013)的可操作性。The adjustment of the cost of measure project is the focus of controversy. Based on the analysis of the measure project, the object of the study includes three types of the cost of measure project： the cost of safety and civilization measures; the cost of measure that is related with construction organization design; the cost of measure that is related with the cost part of the project. Based on tile analysis of 2013 version of valuation with bill quantity of construction and interviews with the cost of personnel, adjustment conditions and adjustment method are proposed with some actual cases. The purpose is to show some proposal for the controversy of the costs of measure project.
