摘 要:研究目的:针对新型城镇化发展目标,探讨土地宏观调控在我国城镇化发展中的地位和作用以及如何选择调控的方向。研究方法:专家咨询法,归纳分析法。研究结果:(1)新型城镇化中的路径选择决定着城镇化发展的方向和质量;(2)当前城镇化中存在着土地利用不节约等问题;(3)新型城镇化目标不是简单的城市人口比例的增加和城市面积的扩张;(4)人多地少的土地国情要求我们必须发挥土地宏观调控的作用。研究结论:新型城镇化发展中的土地宏观调控重点包括:(1)完善土地规划的调控机制;(2)改革土地征收制度,建立耕地保护补偿机制;(3)建立城乡统一的建设用地市场制度;(4)建立土地节约集约利用的制度;(5)土地调控应有保有压,在保护耕地红线的前提下,调控重点要转到对城市存量用地的高效利用上来。The purpose of this paper is to explore the role and discuss the reform direction of land macro-level control in achieving the new-type urbanization.Methods employed include expert consultation and induction.The results indicate that 1) the path selection of urbanization determines the direction and quality of the urbanization development;2) urbanization development have many problems,such as extensive land use;3) urbanization goal is not simply increasing the proportion of urban population and expanding urban areas;4) the status of land endowment requires to strengthen the role of macro-level control regulation.The paper concludes with the core of land control policies,such as 1) to improve the regulatory mechanism of land use planning;2) to reform the current land acquisition system and establish the compensation system for cultivated land preservation;3) to establish a unified construction of land market;4) to establish a system of economical and intensive use of land;5) to shift the focus of using new converted land to reuse the land in built-up areas on the premise of protecting the minimum quota of arable land.
