影响农村基本经营制度稳定的倾向性问题及建议

摘　　要：党的十八大把"坚持和完善农村基本经营制度"作为我国新阶段全面深化改革的重要任务之一,但当前我国社会思潮及一些倾向性地方政策,正在削弱和动摇农村基本经营制度运行的根基。要"坚持和完善农村基本经营制度",一方面要坚定"三个自信",从政策宣传、舆论引导和观念转变上夯实农村基本经营制度运行基础;另一方面,应按照"赋予农民更加充分而有保障的土地承包经营权"的思路和"长久不变"的原则,着手构建长久不变的制度体系;同时,处理好坚持家庭承包经营制度和培育现代农业生产经营主体、发展壮大村级集体经济与支持农民创业创新和发展农户经济的关系。The Eighteenth National Congress of the Communist Party of China takes＇ Upholding and developing basic system of rural operations＇ as one of the most important tasks for deepening reform in an all-around way in the new stage. However, certain contemporary Chinese ideological trends and local tendentious policies are under- mining the foundation of rural basic operation system. We should create confidence in consolidating the foundation of rural basic operation system through media guidance and idea change~ On the other hand, we should start to build a durable system according to the principle of ＂giving farmers full and guaranteed Contractual Operation Right of Land＂ and ＂keping it for a long time ＂. Meanwhile, we should balance the relationship between upholding household contract operation system and fostering new types of agricultural business entities and between strength ening collective economy in the village level and supporting farmers＇ entrepreneurship and innovations and develop ment.
