摘 要:为实现配电网投资效益的最大化,提出了一种考虑阶梯投资的配电网建设改造策略优选方法。首先,针对110(35)kV变电站和10 kV线路存在问题的严重程度,采用德尔菲专家意见法与反熵权法综合的主客观集成赋权法确定其权重,并提出建设改造迫切度等级和优先级的概念及相应的计算方法;其次,根据迫切度等级的不同制定建设改造的组合方案,形成高、中、低投资三套建设改造方案及相应的阶梯投资区间;最后,通过对国内某城市配电网建设改造方案的实例分析,验证本文方法的合理性和有效性,相关结论将对配电网在不同投资区间下建设改造方案的实施提供科学的指导意义。Considering step investment, this paper puts forwards a construction and retrofit strategy optimization method, which refers to realizing maximum economic returns. An integrated weighting method, in which both the ob- jective and subjective influencing factors is studied and considered, is taken into account to obtain all the factor weight of problem severity for 110 (35) kV substations and 10kV lines. And combining with the calculated problem severity, this paper also proposes the concepts of desirability and priority, as well as the corresponding calculation methods for construction and retrofit. According to the desirability level, three combination schemes are established, which are suitable for large, medium and low investment separately. Also step investment intervals for each scheme could be ob- tained. The rationality and validity of this method is verified by an example analysis of construction and retrofit scheme. Moreover, the results could be the scientific guideline to the future construction and retrofit schemes under different in- vestment intervals.
