摘　　要：随着全球化的深入,国际移民和外侨群体日益受到各国外交的重视,并逐渐成为各国外交所依靠的重要力量。在中国,随着全球化的发展和中国国际化程度的提升,海外华人华侨的国际影响力日益增大,全球间流动更加方便,正成为更加庞大且重要的群体。如何发挥华侨华人的桥梁作用,以官民合作的方式提升国家形象,正成为国家越来越重视的问题。近年来,中国领导人和侨务主管部门也纷纷强调加强侨务公共外交,但侨务公共外交的理论研究仍然落后于实践的发展需要,需要加强科学研究,为拓展侨务公共外交提供理论支持和学术智慧。因此,中国应在加强侨务公共外交概念界定和理论研究的基础上,探索鼓励华侨华人参与的新思路和新机制,制定相关政策在侨务公共外交的过程中维护华侨华人的合法权益,构建官民并举、统筹协调的侨务公共外交大格局。With the deepening of globalization,international immigrants and expatriates are subjected to increasingly greater focus of foreign affairs and gradually become an important force being relied upon by diplomatic circles.As China globalizes and internationalizes to an even greater extent,the influential overseas Chinese are becoming a greater and more and more important group.The question of how to properly utilize overseas Chinese to foster China's image in the area of government relations is becoming more and more important.Chinese leaders and the Overseas Chinese Affairs Office of the State Council have emphasized Diaspora Public Diplomacy in recent years,but the theoretical and research basis necessary to put this tactic to use is still lacking and requires further scientific inquiry in order to create a stronger theoretical foundation.As a result,if China can more clearly define the concept of Diaspora Public Diplomacy and create a stronger theoretical base,it will be able to find new reasons and ways to encourage overseas Chinese to participate in Diaspora Public Diplomacy.Furthermore,related policies should also be made to protect the legal rights of overseas Chinese,constructing the great pattern of harmony cooperation between the government and the public.
