关于兽药产品批准文号分级分类审批管理的思考

摘　　要：从管理法规、工作程序、审批情况等方面总结了兽药产品批准文号管理现状,从4个方面分析了工作中存在的突出问题并提出了解决对策,建议对兽药产品批准文号实行分级分类审批管理,将部分兽药产品批准文号审批权下放地方政府,提出了具体的实现路径,并测算了预期工作量,以期为推进兽药管理行政审批制度改革提供参考。The related laws and regulations, procedures and current status regarding the management of veterinary drug products licensing （VDPL） in China were reviewed. Major problems existing in the VDPL application were analyzed from 4 aspects and then strategies and approaches against such problems were developed. The paper indicated that the examination and approval of VDPL should be delegated to the local authorities and should be carried on by the central and local authorities together. Finally the amount of work needed to be done to carry out the delegation was predicted hoping to provide reference for the reform in administrative approval system of veterinary drugs in China
