摘  要:认为对小产权房问题的研究不应仅仅关注宏观的制度层面,还应在微观层面研究其对城市发展造成的具体影响。通过对南京市丁家庄单元小产权房项目的实地调查与分析指出,小产权房造成了城市规划失效,地方税收征管困难,居民日常生活陷入困境等问题。在此基础上,从四个方面探讨了小产权房治理的策略:加强城乡结合部的规划控制与监督力度;增加小产权房小区的公共服务设施;根据小产权房造成的具体影响对其进行分类惩治;扩大保障性住房的覆盖面等。The studies on the " Housing with Limited Property Rights (HLPR)" should not only focus on the macro institutional level, but also on the micro and substantial influ- ences which they have brought about. Based on field survey of the HLPR in Dingjiazhuang area of Nanjing, this essay analyzes the influences of the HLPR on urban development from the per- spective of urban planning making process, revenue collection and everyday life of local people. Then, it puts forward four ap- proaches to the governance of the HLPR, that is, to strengthen urban planning regulation, to provide the basic facilities and in- frastructures, to classify punishment according to its specific im- pact and to expand the coverage of affordable housing.
