国外技术性贸易措施对我国外贸出口影响解析

摘　　要：本文依据国家质检总局公布的2006～2011年《中国技术性贸易措施年度报告》所提供的调研数据，进行统计处理，得出如下结论：（1）此期间全国范围内约32．1％的出口企业遭受到了国外技术性贸易措施的影响，直接损失总额从288．13亿美元猛增到582．41亿美元，企业因此而新增加的成本年平均达247．2亿美元；（2）我国沿海经济发达省市遭受国外技术性贸易壁垒直接损失程度较高，而中西部相对欠发达省市直接损失程度偏低；（3）经济欠发达省份遭受国外技术性贸易壁垒相对损失比例不低于10％，而经济较发达地区为1％-5％；（4）沿海经济发达省份比相对欠发达省份遭受国外技术性贸易壁垒损失后新增成本增加更多；（5）沿海经济发达省份上述新增成本与直接损失贸易额的比例约为55％，低于经济一般水平地区的97％；（6）我国轻纺行业受到影响的大型企业比例约为35％，小型企业比例约为30％。可见国外技术性贸易壁垒对我国外贸出口影响很大，对我国各省市影响不同，但在全国范围内轻纺行业受到的影响要高于各行业的平均水平。Statistical analysis is processed according to the data from Annual report of the Technical bamers to Trade of China published in 2006 to 2011 by National Bureau of Quality Inspection. It was showed that ： （ l ） during this period, about 32.1% of the export enterprises suffered from the impact of the Technical Barriers to Trade （TBT）, total direct losses jumped from $ 28. 813 billion to $ 58. 241 billion, the average annual cost increased by $ 24.72 billion; （2） China＇ s coastal economically developed provinces and municipalities suffered a lot directly from TBT, and the loss of China＇ s central and western regions suffered was relatively low; （3） the relative ratio of loss undeveloped provinces suffered from TBT was higher than 10% , for economically advanced regions, 1% to 5% ; （d） the additional cost of coastal economically developed provinces were higher than the less developed provinces ; （5） the ratio of additional cost to direct loss of trade was about 55% in coastal economically developed provinces, lower than the ratio of 97% in less developed provinces; （6） among the enterprises suffered from TBT, the proportion of large-scale enterprises was about 35% , and small-scale enterprises was about 30%. It was concluded that TBT made great impact on China＇ s export trade, the degree of effect were different between provinces or municipalities, but more severe in textile industry than other industries on a national scale.
