经济、社会异质性与农村集体行动水平——基于湖北省S县40村400个农户数据

摘　　要：灌溉在农业生产中发挥着至关重要的作用。农业税取消后,我国基层政府财政紧张,使得农田水利设施落后,导致农业生产困难。在此背景下,本文基于农村社区灌溉行为探讨影响农民集体行动、阻碍参与式管理发展的主要因素。本文首先在已有国内外研究基础上讨论了异质性与集体行动水平的关系,此后概述了我国农村灌溉集体行动的历史变迁。在构建经济异质性与社会文化异质性指数之后,本文运用Logit模型,通过对湖北省S县40村400个农户的调研样本的分析,本文研究发现:受教育程度、是否担任行政职务以及有无合作组织等政治文化因素的异质性是影响集体行动水平的重要因素,而农户收入、机会成本等经济因素的异质性对集体行动水平的影响并不显著。本文的政策含义在于,理解集体行动水平需要特别注意政治和文化因素的影响,提高社会的集体行动水平与参与式管理水平必须注意结合社会特有的文化差异。Irrigation plays a very important role in agricultural production. After the abolition of the agricultural tax, a financial strain turns up in the grass-roots unit and the backward construction of infrastructure leads to difficulties in agricultural production. In this context, the paper aims to discuss the influencing factors of farmers＇ collective action and the development of the ＇ participatory management＇ by studying rural irrigation behaviors. This paper reviews the literature on heterogeneity and collective action, and also reviews the history of China＇ s rural irrigation. Given the different heterogeneity index, the author establishes a logit model. Through the analysis of a sample of 400 farmers from 40 villages in ‘ S＇ county, Hubei Province, it turns out that the heterogeneity of political and cultural factors, such as the level of education, administrative duties and cooperative organization, are very important in affecting the level of collective action. However, the heterogeneity of economic factors, such as income and opportunity cost, do not matter a lot in affecting the collective action. The implication of this paper is to improve the level of social collective action and the level of participatory management, the significant cultural differences must be noted.
