从劳动力视角看我国收入倍增计划与经济平衡发展

摘　　要：2012年举世瞩目的党的十八大报告重点提出,至2020年实现全面建成小康社会宏伟目标,其中从以追求经济总量向人均收入倍增与经济平衡发展更是对我国在新时期深化重要领域改革,深化收入分配制度改革,更大程度更大范围发挥市场在资源配置中的基础性作用提出了更高的要求。而倍增计划与经济发展关键在于缩小收入差距、完善宏观调控与现有发展方式,推动经济以更有效率、公平、可持续方式发展。但我国实现收入倍增与经济平衡发展之路将面临重重困难,其中的根本原因仍然在于新时期我国劳动力市场新特点与经济发展模式的内在缺陷之间的冲突未得到有效调和,以及由此带来的收入分配不均、经济不可持续发展等问题。只有在实现自身经济发展模式转型,真正意义上缩小国民收入差距,才能够真正在关乎国计民生的收入问题上积极发挥"正能量",我国的收入倍增计划由此才会取得历史性的突破和进展。2012,the remarkable report at 18th Party Congress has put forward achieving the grand goal of building a moderately prosperous society at 2020. The change from pursuit of economic output per capita to the goal of doubled income and balanced economic development has put a higher requirements on the field of the deepening reforms in key areas,system reform of Income distribution, and playing a greater basic role on the extent broader market in allocating resources. And the key step of income and economic development is to narrow the income gap,improve macroeconomic regulation and existing development,and promote economy on the efficient,equitable and sustainable development way. However,achieving the goal of doubled income and balanced economic development will face difficulties,because the fundamental reason is that the inherent conflict between labor market and economic development model of the new era yet been solved. This conflict will bring income inequality,unsustainable economic development and other issues. Only by realizing their own economic development model transformation,narrowing income gaps,can the issue of people’s livelihood incomes be related to show'positive energy',and China’s income doubling plan will be made a historic breakthrough and progress.
