摘　　要：学校突发事件应急预案公布、备案或印发以后便开始了预案管理阶段。预案管理涉及公权力的运行和相对人的权利保护问题,需要从法律的视角加以调控。专门的应急预案管理机构和人员的配置是预案有效管理的前提,预警信息和数据的及时公开既是管理主体的法定义务也是公民的法定权利,预案的培训和演练应当符合行政法关于公权力运行的合理性要求,而对预案的评估与更新也需要考虑更为民主合理的模式。After the announcement, filling or issuance of the school emergency recovery plan, the plan management stage begins, which relates to issues of public power exercise and the private party＇s rights and interests protection, needing legal regulation. Therefore, special management agencies and personnel should be allocated for being the premise of effective management, emergency recovery information and data should be disclosed timely due to the legal obligation of mal^agement agencies and legal right of citizens, and related training and exercise should meet the reasonableness requirement of public power exercise in administrative laws, as well as the related evaluation and update should take into consideration the more democratic and more rational mode.
