摘　　要：英国的执行局化改革引发了中央政府的重大重组和管理方式上的革命,并影响了世界多国的行政改革。它将政府执行与决策部门分离,赋予执行机构一定管理上的自治权限,借鉴商业管理模式运行,以详细的绩效管理手段进行考核与监督,实际改善了英国政府在效率与公共服务方面的表现。通过对英国执行局的运行模式及改革效果的考察,将为我国的行政改革提供相关域外的经验借鉴。The executive board reform carried out by the British government at the end of the 1980s had brought about major restructuring and management mode revolution in central government, influencing the administrative reform of many countries in the world. The reform separated governmental executive function from the decision-making section, granting a certain managerial autonomy right to executive agencies. Based on business management mode, it checked and supervised by means of detailed performance management, which in fact improved British Government＇s performance in efficiency and public service. Through the investigation of the effects and the specific operation mode of British executive board reform, this article tries to find out reference for China in its current on trial administration trisection system reform.
