国外城市水务行业绩效管理模式比较研究

摘　　要：基于对国外政府绩效管理先进模式的梳理,从绩效评价模式、绩效评价指标、绩效评价体系等方面对英国、德国、美国模式进行横向比较,总结出国外城市水务行业政府绩效评价模式主要分为自评式和第三方评价式;绩效评价指标体系的设置以安全、质量和服务为抓手,以维护消费者利益为核心,近年来更加注重行业可持续发展;英国、美国的绩效评价体系较为完善,绩效评估采用目标管理法;德国绩效评价体系较为单一,主要采用数值标准法。在吸取国外城市先进经验的基础上,提出未来我国应当注重制定及落实行业中长期规划和年度工作计划,依据具体国情开展自评式水务行业绩效评价,指标设计应突出用户满意度及行业可持续发展类指标等建议。Based on combing advanced foreign government performance management model,compares the UK,Germany,the United States in performance evaluation model,evaluation index,evaluation system,summarizes the typical characteristics of drainage industry government performance management model consists of self-evaluation and third party assessment;performance practices reflect the comprehensive evaluation index system settings,and focus on the consumer interests and sustainable development.Britain,the United States have more complete performance evaluation systems,the German performance evaluation system is more simple.Based on the advanced experience,proposes we should focus on the development and implementation of long-term industry planning and annual work plans,carry out self-evaluation,indicators should be designed to highlight user satisfaction and sustainable development.
