彩票公益金运用于农村水利建设的可行性分析

摘　　要：近年来我国多次发生重大旱涝灾情,使农村水利建设成为当务之急。由于"两工"取消、政府投入不足等原因,导致农村水利建设资金有限,需开拓更为广泛的融资渠道。通过对我国彩票公益金在筹集规模、范围、效率、性质上的判断,可得出彩票公益金运用于农村水利建设的可行性。对此,在政策上需明确彩票公益金的使用范围、加强其管理、合理规定侧重使用公益金的地区、加大宣传力度等,使彩票公益金成为农村水利建设的新型融资渠道。Since China has suffered from serious drought and flood many times recent years, water conservancy projects becomes the first imperative of rural areas. The reasons such as the cancelation of labor and the shortage of government invest are the result of the limited water construction funds for rural areas and more financial channels should be developed. According to the scale, efficiency, and properties about the raising of lottery welfare funds, the feasibility on the lottery welfare founds applied to the water conservancy in the rural areas. Therefore, we need to define the range of using lottery welfare funds, improve the management of lottery welfare funds, regulate the reasonable areas where the funds will be used and intensify publicity so that lottery welfare fund become the new financial channels for water conservancy in the rural areas.
