摘　　要：为了探索山东省灌区的改革与发展对策 ,在概括分析了山东省灌区现状及改革探索与实践的基础上 ,提出了深化灌区改革的发展思路与对策 ,以期对充分挖掘灌区潜力 ,发挥其最佳经济、社会、环境效益有所裨益。In order to explore reform of irrigation districts in shandong province and developing strategies, through summarizing and analyzing the present situations and reform exploration of irrigation districts in Shandong Province and practical basis, the thought and strategies of deepening reform of irrigation districts are proposed so as to tap the potentialities of irrigation districts into full play and bring their optimal economic social and environmental benefits into play. [
