全球竞争背景下我国高新技术产业发展与布局的战略思路——基于浙粤苏鲁四省的比较研究

摘　　要：近年来,沿海地区作为中国先进制造业的重要基地,高新技术产业取得了长足发展。但是同样背景下,一些以外源性资本为主导的地区如广东、江苏和一些以国有资本为主导的地区如山东,却表现出比内源性资本为主导的地区如浙江更好的发展态势。本文从浙江与广东、江苏、山东等省份发展差距比较入手,分析内源性资本主导的地区高新技术产业发展相对落后的原因,并结合该类型区域特点,研究提出在全球竞争背景下,如何有效整合资源,加快发展高新技术产业,合理区域产业布局的思路建议,以期为我国高新技术产业发展与布局提供借鉴。In recent years, as an important base of advanced manufacturing, China’s coastal areas have made considerable development of high-tech industry. However, under the same background, some exogenous capital dominated areas such as Guangdong & Jiangsu, and some state-owned capital dominated areas such as Shandong have shown a better development trend than those endogenous capital dominated areas such as Zhejiang. By comparing the development gap between Guangdong, Jiangsu, Shandong and Zhejiang, this article analyzes the reason why high-tech industry in endogenous areas is relatively backward. We also study this type of regional characteristics, and try to propose, in the context of global competition, how to effectively integrate resources and accelerate the development of high-tech industry, and how to reasonably distribute regional industries, with the hope to provide some reference for the development and distribution of China’s high-tech industry.
