消除基本医疗保险重复参保问题的必要性和路径研究

摘　　要：伴随着我国基本医疗保险体系的基本建成,城镇职工基本医疗保险、城镇居民基本医疗保险以及新型农村合作医疗保险在诸多方面都发挥了重要作用,但问题也同样存在,重复参保就是其中一种。以重复参保的现状为切入点,深入分析消除基本医疗保险重复参保现象的必要性及其有利影响,进而从加快制度并轨,实现城乡一体化;缩小地域差距,实现医保"全国漫游";完善信息化建设,实现医保信息共享等角度提出消除重复参保问题的路径选择。With China＇s basic medical insurance system basically completed, the basic medical insurance for urban workers and for urban residents and the new rural cooperative medical insurance respectively play an important role in many aspects, but the existing problems are equally obvious. Repeat insurance is one of them. Based on the present situation of repeat insurance, the necessity and function of eliminating repeat insurance are deeply analyzed. And then from the perspective of realizing the merger o5 the basic medical insurance system, integrating the urban and rural areas, narrowing the regional gap, realizing the medical insurance ＂national roaming＂, improving the informationization construction and realizing the medical insurance information sharing, path selection is proposed to eliminate the problem of repeat insurance.
