摘　　要：运用泰尔指数对2009年～2011年江苏省城镇居民基本医疗保险基金收入和支出数据进行分析,比较苏南、苏中和苏北各区域间的差异,评价江苏省城镇居民医保筹资的公平性状况.结果显示,相比较于人均可支配收入和出院人次,以参保人口为权重对江苏省城镇居民医保基金收入和支出的公平性影响较大,且参保人口的差异加剧了各地区间基金收入和支出配置的不公平性;城镇居民医保基金收入和支出总体差异主要由区域内差异引起,但各地区间差异也很明显.To evaluate the financing fairness of the basic medical insurance for urban residents in Jiangsu Province, this paper used Theil Index to analyze fund income and expenditure data of basic medical insurance for urban residents from 2009 to 2011 to compare the differences among southern, central and northern regions. The results show that compared with average capita disposable income and discharges, the insured population has greater weight on the fairness of fund income and expenditure of medical insurance for urban residents, and the insured population differences deteriorate the fairness of fund income and expenditure of every region. The inner regional differences is the main reason of the difference as a whole of fund income and expenditure of basic medical insurance for urban residents, and also the inter-region disparity.
