摘　　要：本文以基本药物制度在医疗机构的深入实施为立足点,分别从政策本身、政策实施主体、外部政策三个方面,结合国内外的制度实施现况,研究分析我国基本药物制度实施过程中的重点和难点,探索提出促使医疗机构优先使用基本药物的鼓励政策。Within the in - depth implementation of essential medicine system in medical institutions as a foothold, the authors combined the domestic and foreign institutional implementation status, studied and analyzed the emphases and difficulties in the implementation process of essential medicine system in our country respectively from three aspects, namely the policy itself, the main implementation body and external policies. Finally, a series of encouragement policies were put forward to prompt the medical institutions and give the priority to the use of essential medicines.
