石油资源型城市经济系统的脆弱性研究——以东营市为例

摘　　要：通过解析经济系统脆弱性的内涵,从石油资源型城市的具体情况出发,构建了基于石油城市经济系统的敏感性和适应性两大特征的评价指标体系.运用熵权法确定各指标的权重,并构建评估模型,以对石油城市经济系统脆弱性做出定量分析.以东营市为例,分析其2006—2011年间经济系统脆弱性时序变化特征,结果表明,经济系统对石油的依赖程度直接影响了其脆弱性,最后提出了降低经济系统脆弱性的对策与建议,以期为石油城市经济转型提供参考.Through the analysis of the vulnerability of the economic system, starting from the specific situation of petroleum resources city, the authors construct the evaluation index system based on the two major characteristics of the oil city, which are the sensitivity and adaptability of economic system. In order to make quantitative analysis, we use the entropy method to determine the weight of each indicator, and establish the evaluation model. Taking Dongying City as an example,the temporal variation characteristics of the vulnerability of the economic system since 2006 to 2011 are analyzed, and the results show that the degree of dependence on oil has a direct impact on the vulnerability of the economic system. Finally some countermeasures and suggestions are put forward to reduce the vulnerability of the economic system, hoping to provide a reference for petroleum city economic transformation.
