摘 要:二战后到1979年之前英国的区域政策强调国家干预,运用区域投资限制以及财政补贴等手段,以期实现不同区域就业率的平衡。这一政策并不成功,造成受援区范围和补助种类不断扩大和增多以及南部繁荣地区的产业空心化。1979年上台执政的撒切尔政府崇尚货币限制、供应方经济和自由市场。其区域政策更加依靠市场竞争以提升英国传统衰败地区的基础竞争力。在政策层面进行了改革,其目的是为了适应后工业化到来和区域一体化发展而进行的初步尝试,其改革思路和政策框架是符合历史发展方向的,至于具体的成败还需时间的检验。Between 1945 and 1979, British regional policy emphasized the state intervention to achieve the balance of employ- ment rate in different regions by using financial subsidies and IDCs (Industrial Development Certificate). This policy is not successful. It aggravated government's financial burden for the continuously extending the scope of recipient regions and increasing subsidies species. IDCs did not improved economic development in recipient regions, on the contrary gave rise to the industry hollowing in south prosperous regions. By reflecting on the traditional regional policy, Thatcher government advo- cated currency restrictions, suppliers and the free market economy. The heart of its regional policy was to pay more attention to encourage internal growth to promote the traditional areas of competitiveness through the competition in the market. There are four sorts of reforms in Thatcher^s regional policy. Regional policy reform in Thatcher government conducted a preliminary attempt to adapt to post-industrial development and regional integration, which reform thoughts and policy framework is in conformity with the historical development direction, as for its specific achievements and failures still need to the test of time.
