关于民营中小企业为职工参加社会保险的现实思考

摘　　要：企业参加社会保险是企业保障职工基本权利的法定义务,也是企业社会责任的要求和社会价值的体现。但由于我国民营中小企业资金短缺、实力薄弱,再加上社会保险制度不完善和监管不到位等原因,使我国民营中小企业参加社会保险的事业一直是我国社会保险中的薄弱环节。因此,加强民营中小企业参加社会保险不仅意义重大、十分必要,而且形势严峻、情况迫切。建立系统的公平正义的社会保险制度、加大国家对民营中小企业职工社会保险的扶持力度、完善企业参加社会保险的法律制度和提高监管力度是加强和完善我国民营中小企业参加社会保险的基本途径。It is a legal duty for enterprises to join in the social insurance to protect staff’s basic rights,requirement for their social duty and reflection of their social value.However,due to the lack of fund,weak strength,shortcomings and bad supervision of our social insurance,private enterprises are not willing to join in the social insurance.It is necessary and crucial to guide private enterprises to join in the social insurance system.Some approaches to strengthen and perfect our private enterprise’ social insurance are suggested,such as setting up fair and justified social insurance system,support from the government,perfecting law concerning enterprises joining in the social insurance,improving legal supervision.
