摘　　要：项目实行代建制是我国政府投资项目管理领域的重大举措,针对代建制中存在的问题,分析代建制的关系,阐述激励与约束的定义,总结出代建人激励与约束的一个过程、两个方面、三个层次的设计原则。The implemention of agent-construction system for project is a major step in the field of government investment project management. Aiming at the problems existing in the agent-construction system, the paper analyzes the relationship of agent-construction system, expounds the definition of incentive and constraint, sums up the design principle of incentive and constraint of construction agent： one process, two aspects, three levels.
