摘　　要：以济南市槐荫区为例,介绍了环境卫生管理系统的数据库设计和功能设计,并利用ArcEngine9.2和C#开发了环卫管理系统,将属性数据和空间数据存储于数据库,实现了环卫设施的有效管理和保洁监管的信息化,提高了环卫管理的科学化水平。ThepapertakestheexampleofHuaiyindistrictofJinancitytopresentthedesignanddevelopmentofurbanenvironmentalsanitationsystem （UESMS）basedontheGraphicalInformationSystem.SanitationdatabaseisdesigntostorebothattributedataandspatialdataintheDBMS.Spatialanalysis andsanitizationappraisementcriterionaredefinedasfunctionmodelstohelpthemanagementofEnvironmentalSanitation.TheUESMSdevelopedby ArcEngine9.2andVisualC#isputintopracticeintheadministrationofenvironmentandsanitationandimprovesthemanagementefficiencygreatly.
