摘　　要：城市区级医院业务量小、效益低下及卫生资源浪费严重是个由来已久、亟待解决的难题。本文从严谨科学的调查研究入手 ,对现有积弊进行深刻的揭示与剖析 ,提出了解决问题的策略与方法。全文共分夹缝生存困在何处 ;从夹缝生存中成功发展的典型案例看城市区级医院的优势 ;解困增效路在何方 3个部分。The small-scale business, lower benefit and severe waste of health resources were difficult problems exiting in district hospitals in urban for long time and need to be solved as soon as possible. The authors deeply revealed and analyzed the exiting long-standing abuse and put forward the countermeasures and methods to solve the problems. The paper had three parts: (1) what reasons caused such hard survival situation; (2) showing the advantage of district hospitals from typical cases of successful development from hard survival situation; (3) the way to solve problem and increase benefit.
