体育强国建设中转变政府职能的分析

摘　　要：以政府职能为研究对象,运用访谈法、调查法、统计法,分析了体育强国的内涵和政府职能的特征,根据转变政府职能的目标,从政府职能的特殊性、传统体制的影响、体育的特殊性以及中国特色改革4个方面,分析了体育强国建设中,服务型政府建设的复杂性。旨在为政府决策提供咨询意见,为同行研究提供参考。综合专家访谈、问卷调查、课题组论证意见,得出以下主要观点:1)体育强国建设中政府职能主要包括:宏观管理、保护产权、发展竞技、资源配置、社会保障、培育市场、促进体育社团发展等8个方面;2)体育强国目标下,建设公共服务型政府主要包括:公共财政、公共制度以及公共管理等3个方面;3)公共财政是基础条件、公共制度是调节手段、公共管理是保障措施。With the research object of government function, through investigation, interview, and statistics, this paper analyzed the meaning of strong sports country and government functions. Moreover, according to the objec-tive of transforming government functions, from the particularity of government functions, impaction of traditional system, the special nature of sports and China reform characteristics, this paper discussed the complexity of build- ing public service-oriented government, and aims at offering suggestion for the government, as well as referencing for the peers. Finally, by expert interview, questionnaire research and research group demonstration, this paper points out, under the construction of strong sports country ： 1 ） Government functions include macroeconomic man- agement, property rights, resource allocation, social security, etc. 2 ） Building public service-oriented govern-ment includes public finance, public institutions and public administration; 3 ） Public finances isthe basic condi- tion, and public system is the mean of regulation, as well as public management is the safeguard measure.
