摘　　要：近年来,随着国内城镇化进程的加快,关于中国式"全民医保"的呼声也日益高涨。在我国保障体系中存在多年的"不公平差异"更加快了这种讨论的步伐。借鉴英国的医疗保险模式(NHS),带给我们关于医保"公平"的一些启示。政府需要承担主导责任,以公平理念为基础,探索构建同一的医保制度,进而实现保障体系良性发展。In recent years,with the speeding of our urbanization,an appeal for ＂universal coverage＂ has become more pressing and urgent.What is more,the inconsistency and unfairness hidden in social security system is fermented gradually all the time,which accelerates the procedure to discuss such issues.With the help of considering the NHS,to find out many inspirations for the way to construct our Chinese universal coverage with the conception of impartiality.The government should lead the project in the basis of equity to build an effective medical-care-system,and finally make some progress for ensnring our safety net.
