摘  要:乡镇卫生院是我国农村三级卫生服务体系的中枢和关键,其人才发展状况影响到农村卫生服务体系的有效运转。通过对乡镇卫生院流出人员的分析,得出流出人员多为乡镇卫生院骨干医师,且多流向上级医疗卫生机构。通过实地调查,得出乡镇卫生院人员流失的原因主要有骨干医生收入降低、职业发展前景受限、环境与条件艰苦和人力资源市场弱势地位等,据此从解决乡镇卫生院人员入口、多层次激励在岗人员、推进县乡一体化的人才管理制度等方面提出政策建议。The Township Health Center(THC) is the critical pivot in the three-tier health service system in rural China,and the situation of health workforce influences the effective operation of health service system.It first analyzes the characteristics of flowing talents of THC and concludes that the health professionals with higher education background are easy to flow.By field investigation it concludes that lower incomes,limited career prospects,bad working and living conditions and the weak position in human resources market are the main reasons for the talent flowing.Finally some recommendations were given from the prospects in entrance for township hospitals,multi-level incentives and integrated talent management system.
