摘　　要：随着我国经济社会发展进入到关键时期,加强和创新社会管理体制成为紧迫的时代命题。建立参与型社会管理是构建和谐社会的时代要求,是创新社会管理体制的客观要求,更是公众自主意识提升的内在要求。思想政治教育具有培育公民意识,引导公众行为,协调各方关系的作用,也承担着提升参与能力、营造参与氛围、形成参与文化等功能。因此加强和改进思想政治教育是实现参与型社会管理的有效手段。As China＇s economic and social development has entered a critical period, strengthening and innovating social management has become a pressing times proposition. Establishing participatory social management is the re- quirement of the times to build a harmonious society, the objective requirement of innovating social management system, but also the inherent requirement of the raising public self-consciousness. The ideological and political ed- ucation has the functions of fostering civic awareness, guiding public behaviour, coordinating the relationship be- tween the parties and also enhancing the public ability to participate, building the atmosphere of participation, cre- ating a participatory culture. Therefore, strengthening and improving the ideological and political education is an ef- fective means of participatory social management.
