摘　　要：劳动力进城,耕作的劳动者数量减少,耕地规模经营势在必行。规模经营不等于规模拥有耕地,耕地产权尚未明晰之前,规模经营者只宜于拥有耕作权,不宜于拥有产权。保留耕地的原有隶属关系十分必要。The number of labor force in rural tillage is reducing. The appropriate scale of cultivated land management is of imperative. The scale operation does not mean the ownership of the scale cultivated land. Before the land ownership gets clear, scale land management only mean to have the right of farming but not the ownership of the property. The original ownership retention of cultivated land is of highy necessity.
