兵团“场镇合一”小城镇模式探究——以第八师北泉镇为例

摘　　要：兵团城镇化肩负着维稳固边和发展经济的双重职能。作为计划单列的特殊行政与经济实体,兵团小城镇建设始终缺乏有效的资源调动能力和城市经营手段,使小城镇发展滞后而缓慢。通过实证分析兵团第八师北泉镇建镇前后城镇经济发展案例,科学研究了兵团团场小城镇发展的动力机制,得出:体制创新是兵团小城镇发展的核心动力,立足区位和地缘优势发展特色农业产业化、现代工业园区和新兴旅游业,是加快团场小城镇建设的直接推力,改善居住和生活条件、缓解城乡用地矛盾、大力发展生态产业是推进小城镇发展的根本保障。Xinjiang Production and Construction Corps shoulders the double responsibility of defending frontier and developing economy. As a special administrative and economic entity,construction of small towns always lack effective ability to mobilize resources and operate a town. As a result,the development of small towns falls behind. After empirical analysis of economic development before and after township of Beiquan town of Shihezi, the paper studies the impetus mechanism for small town development. It is concluded that system innovation is the core impetus for the development of small towns. Developing the industrialization of special agriculture, modern industrial garden and emerging tourism are the direct drive with regard to geographical advantage and location. And improving living condition, relieving the conflicts between urban land use and local land use and vigorously developing ecological industries can guarantee the development of small towns.
